HP U.S. Public Sector Earns Highest CMMI Rating of Level 5 for Fourth Time
PALO ALTO, Calif. — HP Enterprise Services today announced that the HP U.S. Public Sector Center for Enabling Client Excellence (CECE) High Maturity organization has been appraised at Level 5 of CMMI Institute’s Capability Maturity Model Integration (CMMI) for its ability to deliver effective and efficient performance for clients in the public sector.
CMMI is a process improvement approach that provides organizations with the essential elements of effective processes that ultimately improve their performance. The CMMI standard was developed by a coalition of industry, government agencies and the Software Engineering Institute to objectively assess the full range of an organization’s software and systems engineering, program management as well as organizational management capabilities.
An appraisal at the highest maturity level of 5 indicates that the CECE High Maturity organization within HPES/USPS is performing at an “optimizing level”. At this level, CECE has validated its ability to continuously improve its processes and implement high-maturity practices across all delivery organizations that make up CECE, significantly lowering risks to successful program execution.
The appraisal marks the fourth time the HP U.S. Public Sector CECE High Maturity organization has been appraised at Level 5, and proves that the organization has the structure in place to maintain the high level of quality necessary for a high maturity center. By proving its ability to maintain the discipline and predictability required to run a high-maturity center, HP can continue to bid on government contracts that require CMMI maturity level ratings.
Only 6 percent of the 2,188 organizations that have had appraisals against Development version 1.3 have been appraised at Level 5. While nearly 18 percent of those organizations appraised are military and government supported contacts, only 5 percent of them have been appraised at Level 5. (1)

In addition to CECE, HP Enterprise Service’s Medicare Systems High Maturity Group, a sub-organization of the CECE High Maturity organization, has been appraised for the third time at Level 5 of CMMI for development. This group utilizes the infrastructure and expertise of the U.S. Public Sector Quality Office which accelerates their process maturity and optimizes their investment in process improvement.
CMMI is the result of more than 20 years of ongoing work at Carnegie Mellon University by members of industry, government and the Software Engineering Institute. HP’s appraisal was performed by Atkott, Inc. By objectively assessing the full range of an organization’s software and systems engineering, program management, and organizational management capabilities, the CMMI Institute is working to accelerate the development and adoption of best practices as well as provide solutions for emerging business needs worldwide.
